The pilot program Patent Prosecution Highway (PPH) between the Russian and Portuguese Patent Offices starts on January 2, 2014.

Recognizing the importance of patent protection in the development of national and world economy, stimulating investment and creation of technological innovation as well as with the purpose of ensuring a quick, cheap and high quality expertise, avoidance of unnecessary duplication of work and reduction of the load during the examination the Federal Service for Intellectual Property of the Russian Federation (Rospatent) and the Portuguese National Institute of Industrial Property (INPI) will begin a pilot program Patent Prosecution Highway (PPH) for applications for the invention. The pilot program will begin on January 2, 2014 and will end on January 1, 2017, but may be further extended by mutual written agreement of the offices.

The main idea of the PPH program is that if the Office of early examination has established patentability of the application for invention, Office of late examination will ensure that the applicant can use the accelerated examination for the appropriate application under certain conditions. More detailed information will be published in the Guidelines. Guidelines will include the requirements and procedures necessary for participation in the pilot program.

As a part of the PPH pilot program may also be considered applications with ISA/IPEA where Rospatent acts as the International Searching/Examination authority for a PCT application .

The Patent Offices will periodically exchange information on the implementation of the pilot program and evaluate the results. At the end of the period of the pilot program the two Patent Offices will evaluate the results of the program to determine reasonability of its continuation.
