Import quarantine permission is cancelled in Ukraine

The Law “About amendments in several legislative acts of Ukraine concerning deregulation in agroindustrial complex” was accepted by the Verkhovna Rada of Ukraine on December 8, 2015.

Amendments to the Law of Ukraine “About quarantine of plants” have been introduced. Particularly, necessity of obtainment of import quarantine permission was cancelled. Irrespective of presence or absence of import quarantine permission in case of visual detection of infestation of cargo or infection signs by regulated pests the phytosanitary control is conducted on border.

Besides, each party of plants and plant products imported into Ukraine should be supported by the phytosanitary certificate of country-exporter which guarantees adequate safety of product. Ukraine incurred the obligations before the WTO to accept such certificates and not to impose additional restrictions for import. Similarly, other countries obligatorily accept Ukrainian phytosanitary certificates.
